The LEO Accord
A comprehensive framework for responsible space operations and debris mitigation
"Astro Sweepers started as a DAS-aligned MVP for NASA Space Apps, but our mission is larger: to make responsible behaviour the easiest choice for every operator, insurer and regulator in LEO."
Common Commitment to Debris Mitigation
All signatories agree to internationally regulated guidelines: NASA-STD-871914, ISO 24113, and UN/IADC debris guidelines
End-of-Mission Disposal
Every satellite must have a plan to deorbit or move to a graveyard orbit within 25 years (or sooner) after mission ends
No Intentional Debris
Members pledge not to conduct long-lived debris
Universal Interfaces
Promote adoption of common docking and refueling standards (like IDSS for docking and RAFTI-like refueling ports)
Transparency in Conjunctions & Maneuvers
Operators agree to share high-risk collision alerts and maneuver notices in a common manner
Safe Servicing & RPO Norms
Any proximity operations or servicing missions follow CONFERS best practices
Technology for Debris Reduction
Encourage adoption of passive e.g., drag sails, electrodynamic tethers
Open Safety Reporting
Signatories must publishing performance data to global trust
Capacity Building for New Entrants
Toolkits to help startups, universities, and emerging nations comply
Recommendations & Vision – Science-Driven Solutions
Below are the policy and design moves we believe can keep low-Earth orbit open for business for decades. Astro Sweepers is built to make each of these practical, measurable and affordable.
Universal DAS Compliance
Every LEO mission should submit ODAR/EOMP and pass basic DAS checks by default. Astro Sweepers automates this workflow, lowering the barrier for small operators and standardising behaviour across countries.
Continuous ASRI Monitoring
Risk in LEO changes every week. Our Astro Sweepers Risk Index (ASRI) can be published on an open dashboard that updates regularly, so regulators and operators see real-time changes and can mitigate early.
Active Debris Removal & Recycling
Some orbits are already saturated. Our software highlights high-priority derelicts today, and in Phase 2 we envision small sweepers that deorbit or recycle these objects—turning debris into a business opportunity and a sustainability imperative.
Low-Δv Mission Design
Sustainable LEO starts at design time. Using Δv-aware decay models, we advise mission designers on optimal perigee altitudes (for example ~550 km) that achieve <25-year re-entry with minimal fuel.
Open Data Sharing
We support an international, UNOOSA-style framework where nations and operators can share anonymised TLE, CDM and material data. Astro Sweepers is built to ingest this data and improve ML-based risk assessments for everyone.
